Military Education Level - The Office of the Secretary of Defense (OSD) has taken steps to improve oversight of PME programs for military operations, but is limited in its ability to assess their effectiveness. Department of Defense (DOD) guidance states that performance measurement is a method of evaluating efficiency, effectiveness, and results, and that standard performance measurement includes nonfinancial and financial measures that focus on quality, cycle time, and cost.

Although OSD is in the process of developing some operational measures, it does not plan to require military service to pay for the program. Implementation of the proposed measures and determination of costs as a measure of success would be more appropriate for OSD's position to assess the effectiveness of the PME program.

Services almost never accept Tier 3 candidates to join. We have determined that the programs meet the criteria for approval. However, they do not always include the necessary mix of students. However, not all military service PME programs meet the requirement for the integration of at least one student from an active military unit. For example, the Army's mid-level PME program does not meet the requirements of the Coastal Services (ie, Navy, Marine Corps, and, in some cases, Coast Guard) (see table).

The GAO study found that the Navy can assign officers to Air Force and Army programs without jeopardizing their participation in seminars. Without taking steps to improve Marine Corps integration, students are missing out on opportunities to interact with students from other branches of the military, which officials have identified as critical to collaboration.

Like the Air Force, Level II recruits in other branches have minimum AFQT requirements. The conference report accompanying the John S. McCain National Defense Authorization Act for Fiscal Year 2019 includes provisions under which GAO evaluates DOD PME and JPME facilities.

What Gao Found

This report examines the extent to which (1) military service PME programs meet civilian and JPME requirements, (2) OSD evaluates the effectiveness of military service PME programs, and (3) USD (Comptroller) oversight. Information on the budget of the PME program for military operations.

GAO reviewed applicable laws and policies, reviewed documents and budget information, and interviewed officials from mid-level and senior military PME programs. GAO makes seven recommendations, including that DOD take steps to limit its ability to assign Navy personnel to PME programs for other jobs, implement performance measures - including pay, and provide guidance for reporting PME budget needs to information services.

DOD agrees with all GAO recommendations. In the Air Force, the number of Tier II applicants is less than one percent annually. In such cases, the candidate must also have an appropriate score on the AFQT.

Typically, AFQT requirements are more stringent for GED holders than those with a high school diploma. Under the supervision of the Secretary of Defense (USD) (Comptroller) over military service PME programs is limited by incomplete and inconsistent reporting of the service's budget requirements.

Tier Ii

DOD guidance does not require the Marine Corps to submit information on the annual high-level PME budget request, and existing guidance for notified programs does not specify how costs are calculated. Without the same detailed budget requirements, the USD (Comptroller) is challenged in monitoring these programs.

Tier II includes GEDs, home studies (in some states), certificates of attendance, alternative/secondary high school, high school diplomas, and vocational program certificate holders (Vo/Tech). The Service limits the number of Level II applicants admitted each year.

Joint military professional education programs bring together officers from across the military and prepare them to work together in complex operations and large-scale conflicts. However, according to a Ministry of Defense document, these programs are "stuck" in funding.

While in service, members have access to up to $4,500 a year in tuition. TA is paid to the school for each class. Members of the workforce can also take advantage of GI Bill benefits, however, it's rarely a good idea to do so while on the job.

Why Gao Did This Study

DOD relies on PMEs and JPMEs to prepare its military personnel during their deployments for the intelligence requirements of complex and large-scale conflicts that typically involve more than one military service. However, according to DOD's 2018 National Defense Strategy Summary, the PME "remains static, more focused on meeting spending and intelligence obligations."
